Town board consists of the Town Supervisor and four
elected Councilman. Councilman have a four year term of office.
Election of Councilmen of the Town Board is usually staggered
so that the whole board will not come up for election in
the same year. The duty of the
Town Board is to establish the town's policies. They
have the power to enact local laws, ordinances,
subdivision laws, etc. They are also responsible for
auditing of the town bills and preparing a preliminary and
final budget for the town to operate within.

Town Supervisor
The
supervisor is an elected position, serving a four year
term and is part of the legislative branch of government,
acting as administrator, and is the local head of all
municipal agencies. The Supervisor is a full member
of the board with no additional tie-breaking or veto
power, and acts as Treasurer, having the care and custody
of monies belonging to the town; disburses such monies,
keeps an accurate and complete account of all monies;
makes reports as required; pays fixed salaries and, after
audit by the Town Board, and preparation of abstract by
Town Clerk, pays other claims; leases, sells and conveys
properties of the town; when so directed by the Town
Board. Your Town Supervisor is John J. LiGreci, who has
served in this position since January 2001. The

Town Clerk
The Town
Clerk is an elected position, serving a four-year
term. The Town Clerk’s Office is frequently
considered the center of the municipal government.
This is the office that is responsible for recording
the activities of the Town Board and their meetings
and is the central place for all town records to be
filed. The Town Clerk wears many hats. The Town Clerk
by law is the Records Management Officer, Public
Information Records Officer, Registrar of Vital
Statistics, responsible for issuing marriage license,
filing death certificates, issuing conservation
licenses, handicapped permits, dog licenses, permits
for noise, alarm, burning etc. The Town Clerk may
execute the Constitutional Oath of Office to all
municipal officers serving them. Your Town Clerk is
Virginia (Ginni) V. Horn; she has served in this
capacity since April 2002 and is assisted by Deputy

Sole Assessor
The Sole
Assessor is a Constitutional office in the Town of
Lumberland, and is an appointed position with a six-year
term. The function of this office is to provide the town
with an equitable assessment roll each year. In that
pursuit, there are a multitude of laws which must be
followed, primarily, the Real Property Tax Law. The
valuation of approximately 3,000 parcels in the town
involves tracking each parcel as respects condition,
construction, alterations and inventory items. The
property owner’s taxes are then based on that value. The
Assessor is present during Grievance Day, and prepares for
all cases of appeals, including court cases. Another
facet in the preparation of the roll is the administration
of the various exemptions allowed by local and state
government. The Assessor administers all forestry, Basic
& Enhanced Star, Senior, Veteran and Not-For-Profit
Exemption applications. The Assessment Roll must be filed
in a timely manner in accordance with various State Laws,
Rules and Regulations. This includes preparation and
filing of all legal notices and notifications to property
owners, as well as the Assessor’s Annual Report with NYS
Office of Real Property Services. The Assessor’s office
is open in the Lumberland Municipal Building Monday thru
Friday from 9:00 AM to 3:00 PM or by appointment. Your
Sole Assessor is Judi Flieger who has served in this
position since 2005; she has worked in the Assessor’s
Office since 1998. Judi is a member of the New York State
Assessor’s Association and the Sullivan County Assessor’s
Association. Data Collector is Karen Speranza and
Assessor’s Clerk is Anita Hunt. Your liaison is Councilman

Code Enforcement Officer
This
Department was established in 1985 with the adoption of
the Zoning
Ordinance and the State Building Codes. Prior to codes
and zoning a simple
permit was available. New standards have made this
department and the
issuing of permits more complex. The Code Enforcement
Officer is
responsible for administering and enforcing all the
provisions of the New
York State Uniform Fire Prevention and Building Code.
This department
issues all building permits, well permits, septic permits,
flood plain
designations, sign permits and any others necessary, and
collects the
required fee for these permits. The Code Enforcement
Officer oversees all
aspects of construction, and when completed issues the
required Certificate
of Occupancy or Certificate of Compliance. The Office is
currently opened
Monday-Thursday, from 8:00am - 2:00pm and Friday, from
9:00am - 2:00pm.

Superintendent
of Highways
The position of Superintendent of Highways is a
four year elected position. The duties are to
maintain the town owned roadways and bridges in the Town
of Lumberland. The Superintendent of Highways is
involved in construction of roads, maintaining the
ditches, drainage, cutting of brush, snow and ice removal,
culverts, and maintaining both paved and gravel roads.
The Superintendent not only supervises the
maintenance of the roads, but must also maintain the
condition of the equipment under his jurisdiction;
maintenance and installation of street signs; removal of
snow and ice during the winter months on the roads.
Cemeteries, parks, and town hall properties are also kept
neatly trimmed and mowed. The Superintendent is also
responsible for supervising the employees of the
department and maintaining records of the equipment and
the crew. During flood, snow, and ice emergencies
you will always find the Highway Superintendent and his
crew wherever these emergencies are located. The
Superintendent is available at the Highway Garage on CR 31
from 7:00am to 8:00am, or else by appointment.

H. Hallock, who has served in this position since 1998.
The Deputy Highway Superintendent is George Turner. The Superintendent Clerk is Betty Hallock.

Tax
Collector
The Town of Lumberland Tax Collector is an elected four
year term of office. The Tax Collector collects the
county and town taxes January 1 to April 1 of each given
year. The remainder of the year taxes are collected
by the Sullivan County Treasurer's Office, Monticello, NY.
The monies raised by taxes are the fund on which the town
operates. It pays for the maintenance of the roads,
constable department, fire department, salaries of the
employees and elected officials, and the operating costs
of the town. The Tax Collector is responsible for
the collection of taxes, payment of the same to the
Supervisor and the Sullivan County Treasurer, issuances of
late payment notices, receipts, maintenance of a daily
cash book, etc. Your Tax Collector
is Phyllis Knapp, who has served in this capacity since
1992. The Deputy Tax Collector is Eleanor Hill. Your

Town Justice
There are two Town Justices in the Town of Lumberland.
Each are elected for a four-year term of office, which is
staggered so that there is always one justice in office.
They conduct Court sessions one evening a week, Tuesday at
7:00 PM, at the Town Court, in the Town Municipal Building
at 1054 Proctor Road, Glen Spey, and N.Y. The Justice
presides over cases such as motor vehicle offenses, theft,
disorderly conduct, criminal and civil matters, small
claims hearings etc. This is a very busy department in the
Town. The Justice is on call 24/7 and is often called in
the middle of the night to arraign defendants who have
been arrested by the state and local law enforcement
agencies. The one enjoyable part of their office is
performing civil marriages. Your Town Justices are The
Honorable William H. McKerrell and The Honorable Charles
D. Fallon, with Lorry King serving as Court Clerk.

Town Municipal Building, on Wednesdays from 9:00 AM to

Constabulary
The Town of Lumberland Constabulary is a Law Enforcement
agency, whose duty is to protect and serve the People of
the Town of Lumberland. They are empowered to enforce all
the laws of the State of New York and the Town of
Lumberland. These laws include but are not limited to:
the New York State Vehicle & Traffic Law, Penal Law,
Criminal Procedure Law, Environmental Conservation Law,
Marine & Recreation Law, ABC Law, Agriculture & Markets
Law, and all laws of the Town of Lumberland. When the
Constables are not out on a regularly scheduled patrol,
they are on call for emergencies. Constabulary equipment
includes a standard police issue patrol car and two
multipurpose four wheel drive utility vehicles. Your

Dog Control Officer
Sullivan County is a State Rabies County
and all dogs and cats must be inoculated with the Rabies
Vaccine. In accordance with the State Law all dogs
MUST be licensed. The fees are $2.50 for a
spayed/neutered animal, and $10.50 for all others.
The DCO will come and pick up stray dogs, assist with
barking complaints, biting complaints etc. Under
Penal law 210.45 it is a crime punishable as a class A
misdemeanor under the laws of the State of New York for a
person, in and by a written instrument, to knowingly make
a false statement or to make a statement that such person
does not believe to be true. It shall be unlawful
for any owner of any dog in the Town to permit or allow
such dog to: Run at large unless an adequate leash
restrains the dog or unless its owner or a responsible
person accompanies it. For the purpose of the local law, a
dog or dogs hunting in company of a hunter shall be
considered as accompanied by its owner. Your Dog

Board of Assessment Review
- The Board of Assessment Review is
a quasi-judicial five member board, with appointment for a
five year term. Here appointments are staggered.
The board is responsible for holding a public hearing once
a year on Grievance Day to hear complaints and requests
for reduction of assessments on individual property
owner's parcels of land. It is the duty of this
board to render decisions following the presentation of
the individual requesting same. The board has the
authority, if the claim is justifiable, to reduce the
assessment of the parcel of land. Your Chairwoman of
the Board of Assessment Review is Ann Danuff, with members
Bohdan Kanduik, Ron Andrews, Helga Rupnick, and Susan
Morley.

Planning Board
The Planning Board is a seven-member
board. Each member is appointed for a seven-year term,
provided they haven’t been appointed to fill a vacancy
resulting from a resignation, at which time they will be
appointed to fulfill the remaining balance of that term
for which they were appointed. The duty of the board is
to oversee the lands; lot line changes, site plans, and
special use permits and sign structures and the planning
growth and development of the community. The board
reviews and approves or disapproves subdivision Board
meets twice a month, on the first and second Tuesday at
7:30 PM at the Lumberland Town Hall.

Zoning
Board of Appeals
The Zoning Board of Appeals is a five-member board. Each
member is appointed for a five-year term, provided they
haven’t been appointed to fill a vacancy resulting from a
resignation, at which time they will be appointed to
fulfill the remaining balance of that term for which they
were appointed. This Board has the authority to grant
variances to the Zoning Ordinance adopted by the Town of
Lumberland. The Board is also given the responsibility to
render decisions on interpretation of the Zoning
Ordinance. The ZBA meets on the third Tuesday of the
month at 7:30 PM at the Lumberland Town Hall. Your ZBA
Chairman is Lewis Powell; Vice Chairman is Kenneth Van
Tuyl Sr., Secretary Robert Grimm. Other members are:

Historian
The Historian’s role in town government is to preserve the
past, and add information on the present for the future
generations. Our historian has assembled a Museum Room in
the Town Hall containing many historical artifacts on the
town’s past. Featured is the MacKenzie Family, the
original developers of Glen Spey, and memorabilia of town
founders. The historian also prepares exhibits, conducts
educational local history seminars, and directs the annual
Heritage and Community Pride Awards. Your Historian is
Frank V. Schwarz, who has served the town since 1985.

Conservation and Environmental Management Council
This council was created in 1974 as a nine member council
serving two year terms. The council has been charged
to: advise the Town Board on matters affecting the
conservation, enhancement, and use of the natural and
manmade environment of the town; develop, and after
approval of the Town Board, conduct a program of public
information to foster increased understanding of the
nature of environmental problems and issues; conduct
studies; surveys, and inventories, of the natural and
manmade features of the town; and any other duties the
Town Board may delegate. The Council meets the last
Monday of the month at 7:00pm at the Thomas F. Hill
Municipal Building. The Co-Chairpersons are Ann
Danuff and Cheri Bodnaruik, the Clerk is Gregory Bodnaruik
and the members are Stanley Stern, Karen Warden, Geradine
Alagna
Grant
Coordinator & Writer
The Grant Coordinator is responsible for
the research of applicable grants and the completion of
necessary Grant applications for the various departments
for the Town of Lumberland. The Grant Coordinator is also
responsible for maintaining communications with the Town
Supervisor, Specific Town Departments and the Town Board.

Cultural Series
The Town of Lumberland Cultural Series, founded in 1985,
provides a wide variety of concerts and exhibitions to the
public at a reasonable price. The Cultural Series
has produced over 100 programs, and was a major force in
the restoration of the 1894 Town of Lumberland Steinway
Grand Piano. For information on programming check

Museum
Director
The Museum Director is responsible for the day to day
operations of the Lumberland Museum Room. This room houses
the Town of Lumberland History and Archives. The Director
is responsible for the inventory and categorization of the
Towns' collection and provides opportunities for the
region to view exhibits and become acquainted with our
Lumberland heritage. The following publication are

Municipal Boards
All the members listed serving on municipal boards and
commissions are appointed by the Lumberland Town Board.
Each member is appointed for a limited number of years to
sever, with their duties on the respective board
established by New York State, Sullivan County, and Town
Laws. Each member sitting on the boards and
commissions are to act in the best interest of the Town
and the residents they are serving. They are
expected to render their decisions on any matters before
them without political and resident pressure. Board
meetings are open to the public as provided for under the
New York State Open Meeting Law. Public attendance
is encouraged and welcomed.

Upper Delaware
Council
The
Town's representative on this council is one individual,
with one alternate appointed by the Town Board. The
voting member represents the Town of Lumberland regarding
regulations and procedures set forth by the National Park
Service and the Upper Delaware River Management Plan.
The member represents the Town in the Delaware River
Corridor. Currently Councilman Jay Shafer is the
representative and Councilman Joe Carr is the alternate. |

Sullivan First
This is a volunteer group that works to beautify the Town
of Lumberland through volunteerism and grants. Dorothy
Amey and Jamie Andrews are Co-Chairpersons. |
Lumberland Summer
Youth Program
The Summer
Youth Program is in affect during the month of July from 9
AM – 12 PM. The program is for youths in grades 1st
– 8th. They will enjoy arts & crafts, science &
nature, along with sports. In the past the group enjoyed
outings to Camel Back Water Park, Mountain Creek Water
Park, The Bronx Zoo, Lander’s Rafting, Animal Alley, along
with other fun trips. Teens may be included
with the above-mentioned outings along with movie and

Ambulance Service - Fire Protection
The Town of
Lumberland contracts with the Volunteer Lumberland Fire
Department, Inc. for fire and ambulance protection.
This group of dedicated people can be reached through
